submit form if file upload blank

Hi,
I have a form (CF V3) with a file upload field that works fine.
However, I want users to be able to submit the form if the file upload is left blank/unused.
So far I can't submit the form unless a file is chosen.

Am I missing something?

Is this the latest ChronoForms version 3.2?

If so there's a bug in the File upload code. Please see this post.
