Magic Quotes and File Upload

I change my site to other host, but now, the form doesn't work.
In the new host, the Magic Quotes is off, is this the reason to my form doesn't work????

Hi muneo,

More likely a problem with file permissions on the upload folder.

I saw the folder's permission and all folder are Unwriteable.
