One simple way to do that is to use the Progress Bar widget from the Widgets element group. Does that do enough for you?

About the progress bar I am not sure it could allow the users to navigate back and forward through the steps
What I'd need is a kind a legend on top of the form where the steps are visible and clickable:
Step1 =====> Step2 ========> Step3 =======> Step4

YOu can set this up with tabs (or sliders) - see this old CFV4 FAQ for the basics.
Personally I'd probably make this a multi-page form and add a header in each page that looks like a row of tabs - you can make the tabs submit buttons to allow the user to submit the current page and move to another one. Doing it this was allows you to validate and save the data from each page as it is submitted and avoids having to handle messy validation problem with errors on different tabs.

Just to be clear, when you say that you'd make a multi-page form are you referring to the Utilities - Multi Page option (the one I have setup) or to something different?
