I want to upgrade my Joomla from 2.5.x to the latest Joomla 3.x. I see there is a seperate Chronoforms for Joomla 3. Should I upgrade Joomla first or install the new Chronoforms first?

ChronoForms v4 runs on Joomla! 3. You can backup your forms from the old site and restore them into the new site using the icons in the Forms Manager toolbar. You will also need to make sure that and database tables used to save form data are transferred. You may need to re-connect any DB Load or DB Save actions after restoring the forms by re-selecting the table in the action settings.

Just a note here, if you upgrade the same site directly to J3, then you may simply install the latest v4 for J3 after the Joomla update OVER your existing CF install, that should work fine, but you should have a forms backup as Bob mentioned in case anything goes wrong.
However, if this is a different new Joomla install then please follow Bob's guidelines!
