I can't find the old version 2.3.8 on the page, does anyone have the link or can send it to me? I have some problems with 2.3.9 + it's not free anymore so I will stay with 2.3.8 for now.

There's no change in the pricing between 2.3.8 and 2.3.9 - as far as I know both are free if you keep the 'Joomla Professional Work link in pace.
What's the problem you have with 2.3.9? Max usually disables downloading of earlier versions because the newer versions are 'better' (and it saves some support energy too).

In 2.3.8 I had nice frame around the forum and on the new site it's gone. I copied the same settings. Is there any way to move old forms (2.3.8) to my new website?

The frame didn't come from ChronoForms, more likely a change in the site template or CSS.
You can Back Up and Restore the forms from the ChronoForms Form Manager. And you can transfer any from data by backing up and restoring the jos_chronoforms_xxx tables from the database - where xxx is the form id.
