Does Chrono forms have a Newsletter component or recommend one that works well with chronoforms5?

If your list is small then you could put together a mailer using a ChronoForm but the mail code really isn't well set up to do 'mass' mailing.
You can use another Joomla! component like AcyMailing - it's possible to link a ChronoForms signup form to an extension like that.
Or, if your list is large and you may get spam reports from it then you are better using an external mailing service (that will remove the possibility of your domain becoming black-listed). MailChimp has a free basic service but there are many others. Again it is possible to link a ChronoForms sign-up form to most of these. Some are very simple, some painfully complex :-(
