When a none datetime value is specified in the "default field value" via the Forms Wizard, (for example, default field value = "Specify Start Date"), this value does not appear in the front end, but instead shows as 2013-01-01.

I imagine that is true, I think that the DatePicker JavaScript tries to read any existing value and interpret it as a date. You can possibly hack the date-picker code to get round that.
