Tooltip dont need be available for clicking

I would expect the tooltip to just display the tooltip text when hovered over. But, when I hover the mouse over the question mark to show tooltip, the question mark is available for clicking. If users click on the question mark the form closes. How to make the question mark not be available to click but only show the tooltip?
