I'm thinking of using Chronoforms to make a photo contest. I have a set number of photos that were entered. and the voting would be done by submitting an email and we would want to capture the ip (which I know Chronoforms can do).

is there a way to tally up results? Can I show the results on the front end in the form (will make the form like the gallery).

You can do this in ChronoForms*. You can add a radio button by each image to allow the user to vote for their choice and record their email and IP address when they submit the form. If you save the results in a database you can check for duplicate emails and total up the votes as you go.
