running 2.5 in legacy mode

The problem seemed to have been gone.. but it has returned.
It seems that as was the case when I had difficulty reinstalling, that forcing MySQL to Flush the Query Cache--seemed to fix the problem.
What can I do to resolve this. We do not want all fields emailed, but if they are not written then data is lost.
Yes we have a redirect URL (landing page after submission) in place and we are also omitting some of the fields from the email.
Any suggestions?
How do I check that special characters are blocked from entry to these forms?
