Meaning of cf_fields

I wonder what's the difference between the fields managed by CF:

[list]

cf_created_by

cf_modified_by

cf_user_id

[/list]

When are values saved in those fields?

I need to load data from a table filtering only the records created by a logged in user?
What is the right field to enter in a WHERE condition?
