Here the step to replicate the bug, using Joomla 1.5, latest Chrono 4.x :

- Make a new form in wizard mode
- add a text box in the form (maybe not useful)
- add a 'show html' action in OnLoad
- add a coulpe of 'Custom action' in 'On Submit'
- Apply change
- Delete the first 'Custom action' in the 'On submit'

Voilà the bug, the 'On submit' action disappear from the wizard, if you apply the change you'll find the second 'Custom action' in the 'On Load' part.

I can't replicate this here. There are some posts in another thread about a similar occasional bug though.
