email issue

Hi, I have 2 forms created in a clients site. In the form manager i see one form 'Contact' has email set to 'enabled' in the second form 'referral' the email is set to 'disabled' I have tried everything I know to enable the 'referral' form but nothing seems to work. Please help if possible.
The jpeg attachment forms.jpg shows the issue.
