Live Validation doesn't work

Hi, I have set up a simple Email + Repeat Email field(s) in an attempt to stop the surprising number of people who can't type their own address correctly.

I have enabled JS Live Validation and added an "Email=Repeat_Email" under 13-validate confirmation. The form still submits fine regardless of what's entered. I have tried both Submit and onBlur options.

I'm a bit of a newbie so be gentle please !
