I can't enable form

I had asked this question in another forum, but it seems that was not right.
My problem is that I can't enable the form.
In 'General' > 'Email the results' I have set 'Yes", and in 'Setup Emails'> Email properties on the right I set 'Enabled' with 'Yes' in all. Also I have the same Email information in "Setup Emails" and in step 2 > "Choose Email settings", and the "To" field is not the same email information of "FromEmail" field...I think I've done everything to enable the form.
I don´t know why I have 1 disabled and 0 enabled.
