Is there built ACL in V4? There are frontend restrictions in Actions-Security-Authenticator. Also I can restrict frontend user access by native ACL with CF V4 plugin in simple matherial. But I can't restrict access to CF in backend. Is it possible?

There is no back-end ACL in ChronoForms. And I doubt that Max has plans to add it in the near future.

Unless you can/want to hack the Joomla code, you can't control access to the backend. The only other option I can think of would be to use a 3rd party component to do this.
