custom verification pin form

Hi,

i want to know if there is anybody willing to help me create a form which uses custom pin number (randomly generated 13 digit number marked with serial number, just like phone recharge vouchers) to validate a user. Upon validation it direct the user to a registration form that will use the pin number as the primary key for the registration so that two people cannot use the same pin number.

the registration form will contain educational background of the user plus picture. upon successful registration the user can use his pin number and edit his profile within specified registration time.

Iam willing to pay a token fee to show my appreciation in this project.
