Captcha not erroring on wrong code

I've enabled Captcha and added it to the "load" portion of the events, and put it into the events immediately after "on submit" to give an error if the code doesn't match up. Form seems to work fine - but if I enter in the wrong code, the thank you message displays and email goes through...
