I am wondering if it is possible to post the form results to a phpbb3 forum on submition.

Possibly but probably not without a lot of work. The PHPBB3 tables are quite complex and you'd need to get the database queries exactly correct. There were a couple of threads here a long time ago about posting to other forums; I think one succeeded and one gave up.
If you can find the exact queries needed from a PHPBB3 forum then it's worth trying to replicate that in ChronoForms.
