Are there any tutorials that actually show v4 screenshots with instructions? I am trying to use the existing tuts in learning how to use Chronoform but there are glaring differences between what the tut is showing and describing and the reality of how v4 looks and functions.

No, nothing at all, we're all in the same boat here. Please see the v4 forum for a few clues (I'll move this thread over there.
My recommendation is that you treat v4 as a beta for development exploration unless you absolutely need MooTools 1.2 in the admin area.

I'm not sure what you need. The latest version of v3 is pretty stable if you need a Form Extension but it doesn't support MooTools 1.2 in the Admin area.

I know what I need the end result to be but I am completely unfamiliar with this component. The tutorials content and screenshots that do not match v4 is confusing. I prefer the mootools but I guess what I have been scouring the web for are videos shot with Jing or something similar that can show the steps in creating the most common forms. SmartFormer has something similar but again unfortunately they no longer offer any kind of support for their form creator and I have a client who wants applications created that can be signed online using a mouse. I know this technology exists as their competitors have this very thing on their web sites and SmartFormer offers it also but for $300! We also need to be able to have these forms once completed on the front end by a prospective employee emailed to us in pdf format. I know, pretty tall order but I do not mind paying for this if it will do what we need it too and allow us to manage the pdf files created as it is Federal law here that we must maintain copies of all trucking applications for a period of years.

I certainly don't recommend that you use ChronoForms v4 for this, it's too early in life-cycle of a major new release.
What you describe could probably be done with ChronoForms v3.2 but neither the 'mouse-signing' nor the 'pdf output' are built-in to ChronoForms though. ChronoForms allows user code to be added and I expect that both are possible but not necessarily simple.
