Wizard edit no save button

Hi, I can no longer see the save and preview buttons, see attached screen shot. Tried a fresh install, still no joy. They were appearing a few weeks ago!

The save and preview buttons are actually the icons of a monitor and a floppy disk just above the Form area.

Been a long day, kept looking along the top near the cancel button.
