When I haved designed a form, I can't change the order of the fields within the wizard editor!

I haved try to "drag and drop" the field without success.
How to do it?

Use the second icon - the curly arrows - to drag and drop the form element into a different place in the form.

I've no idea what the blue icon does - perhaps just to select the element (though clicking anywhere in the element does that too).

Yes, blue icons are to show the properties of the field and select it, some browsers are not very smooth to select the field when the user click any area on it, the icon is guaranteed to do the job though!
