Would it be possible for me to include a Town and Country field that posters would be forced to fill in (like some of the news sites do)? How would I do this?

Hard to tell exactly without knowing what kind of form this is. But in general there is no problem in adding required fields to forms.

I mean a field on the Chronocomments programme, a field that commenters have to fill in before their post their comment.
