It appears you cannot use the Wizard to edit a form if you have made changes within the html and on-submit "form code" area. Is this correct? When I do so, all of my custom changes are overwritten.

exactly, the wizard needs to load its own generic code, and so any changes will be lost!
if you are comfortable with using the code then you are in no need for using the wizard๐

Then it seems to me that it would be a better UI to either disable wizard form editing or display a warning after there have been manual/custom form code changes. (Even better would be if the wizard was smart enough to merge the auto-generated code with the manual/custom changes - but I understand this is more complicated.)
I am dealing with some content editors who are able to create forms with the wizard, and may want to edit a form in the wizard after I have applied manual/custom changes to it. It's possible I might also forget I made those changes and just go to the wizard, too, because it might save some mark-up typing.
Then it seems to me that it would be a better UI to either disable wizard form editing or display a warning after there have been manual/custom form code changes. Max has only just added Wizard editing in the latest batch of releases. I guess that the warning might get added but it woudl be a major piece of work to try to make sense of any possible manual change in the html so I think that must be unlikely.

I see this issue happening too. If a FORM is created in the WIZARD, you are able to EDIT in WIZARD mode and EDIT mode, however if you create a form manually, then you can't edit it in WIZARD mode... as expected.
If you create a FORM manually, and you go to edit it in WIZARD mode (and this causes changes to be lost) there SHOULD DEFINITELY be a warning in the UI that says what will happen.

Yes, this is all you need. The people who are seeing the warning displayed are technical enough to understand the repercussions.
