In the comment entry form there is a field which reads "Email (For verification & Replies)".

This leads me to believe if someone replies to your comment you will receive an email stating such.

Is this the case and my installation not functioning correctly or have I misinterpreted the language?

it should be for verification only indeed, no feature to notify them about replies!
