Wrong codepage in administrator interface

Wrong codepage in administrator interface right after install - look at the sreenshot. 😲
Browser show page in windows-1251, all other pages in administrator interface are showing correctly in utf-8.
Only Chrono Forms look like this.
Joomla! 1.5.9 working in russian language.
After manual switching to utf-8 in browser - all fine, until page reload.🙂

How to fix that?

Language file (english.chronocontact.php) I've converted to utf-8 already.
