Trigger issues with "Value is empty" and "Value is not empty"

I'm trying to get a trigger to fire based on whether the user is editing an existing registration form, or creating a new registration.

cf_id (the unique key in the table) is being passed from the first page to the second.  If they click an existing registration, it passes the value (e.g. 3413), but if they click to create a new, it passes cf_id=  as a blank.

It then loads the data based on cf_id.

The cf_id field shows the values correctly (3413 in the example above, or <blank> if new).

Based off of this, I'm trying to fire a trigger to disable fields to prevent editing certain registration information which shouldn't be changed.

So I had triggers "value is empty"  firing a trigger to enable the fields and "value is not empty" to disable the fields.

However, it's not working at all.  I even tried just 1 trigger or the other to disable (e.g. I tried just having a value is empty to disable, then tried value is not empty to disable) but in neither case was the field disabled.  I would have tried "value in" and "value not in" but I couldn't figure out how to represent a blank value.  I finally had to use a variable and "string not empty" and set/reset the variable based on the data read but I wasn't sure why the normal trigger isn't working?

Excuse the names of the trigger, even though they are show/hide in the name I was doing an enable/disable (i tried a show/hide too just in case it was the enable/disable, but the show/hide didn't work either).
