No, it's something related to your setup I think because here it works fine, please try with a plain "save data", what happens ?

No, it's definitely something about CF7:
If I create EMPTY form (advanced form) and create in it ONLY this action (all settings same as in original form) AND not save it, duplication works.
BUT
When I hit "create form" button (so that created form is actually saved), then duplication stops working.
ALSO
if I then remove Message actions from success/fail parts, Save data action again becomes duplicatable..
ALSO if I use "Apply" button, action is duplicatable, but if I use "save" button - then bug appears again!.
