Validation of email - Bug?

Concerning CF7 on PHP 7.4, Joomla 3.10.11

If I choose to validate the field for being an Email, but do not required. I would think it would only validate the email IF it is filled in. The form does not show the red asterisk as a "required field" but will fail on submission because it is not filled in.

Is this a bug or is it just not working correctly.
