Hello together

Where can I define a PDF template so that the values from the form are inserted into this template?

Currently I only manage to generate an empty, new PDF.

You should be able to build an HTML template in the TCPDF action Content box - use shortcodes like {data:form_field_name} where you want to include date from the form.
