When I try to send an email inside Actions, the mail does not get send. Joomla mail functionality is working and when I try sending an email through the form-settings it's working also. Only when inside an action is doesn't work. Other actions (i.e. storing data to a database table) are working, so I know the specific action section is triggered.

try to enable the form debug behavior and check the email action settings and result, most propably you have some bad config!
