You can start the On Load event with an Event Switcher that checks (a) is the user logged in and (b) have they already completed the form. If the answers are Yes and No continue with the form otherwise show an appropriate message and stop processing.

This feature is already available in the new v7 under the WatchMan form behavior, you enable it under the form settings and choose if you want to limit the form submissions per users
