We have tried loading it via the default template, as a menu item instead of plugin shortcode, changing the PHP version, disabling security tools, disabling cache and compression, reinstalled Chronoforms...nothing seems to make a difference!

Usually this occurs when you have a security module or rule on the server or in .htaccess blocking the css files from loading under specific directories, so you should remove the rule or allow the "libraries" folder!

Well, normally when I see an error with security it is a 403, not a 404. However, we removed AdminTools and reloaded standard Joomla! htaccess files. That did not fix it. We kept playing with things and nothing worked. Then, magically, it started working properly again. We enabled Admintools and created new htaccess and the site is still working fine.
At this point it is working but we have no idea why it stopped or why it started working again.
it's usually for thr reason i noted, but you can post a screenshot of the error if it happened again!

Ok, this is not a CF file, none of the files included ends with this data, it may be a secuirty module or some plugin tries to change the files on your website, it's not easy to tell!
