I'm looking for some direction on a solution I'm working on.
Currently I have a customer that is using Joomla core articles and I have created one article that they are doing a save as copy on so that my HTML and CSS classes stay. However this is only temporary and frequently fails. How can I create a form where the users can just fill it out?

Well you're going to have to modify your access rules so that it doesn't filter out HTML first. Then just create whatever form you want.
