The Debugger is an action you can add and enable in the Setup tab.
The HTML looks good and there is no sign of extra spaces so the problem may be with the data - perhaps something about character sets.

Sounds like hotmail is "protecting" the user by (semi)obfuscating links. If it's only one situation I doubt it's something you're doing .

All the 3Ds there suggest that the email is being encoded as 'Quoted printable' see this StackOverFlow answer. I don't think that ChronoForms is doing that - at least I've never seen mention of it.
It looks as though there is a spam service in use - could that be altering the HTML?
