I need to make a multi-page form that has a file upload field on the first page, that this field is mandatory and that only pdf files can be uploaded. My idea is that the first page validates if it is a pdf file and if it is not, that you can not go to the second page of the form, is this possible?

Well yes of course.
Make the File Field required, with only pdf in the Extensions field.
On the setup tab, Validate Data-> fields setup -> filefieldname/required:Message
On the setup tab, for your upload files action, "Allowed extensions list" have only pdf.
