Database Time Stamp 7 hours ahead

hi i am collecting the time the form is submitted. using cf_created:{date:Y-m-d H:i:s}
the time is coming in 7 hours ahead of our US Pacific time.

joomla is set to pacific time, the server is set to pacific time... where else could this be coming from? thanks!
