I note the OP hasn't replied I just discovered this when I went to create a new CC6 connection, I have checked the external database setting and it isn't enabled.
Jumping back to CC5 and it works as expected there.

I have just tested this on a clean install, on php 5.6.31 7.0.21 & 7.1.7 all of them are displaying the database connection failed, I can also replicate the issue in Chronoforms V6 as well, this is using CF 6.0.5 & 6.0.6
I also did a clean install of Joomla 3.6.4 along with CC 6 and also had the same result😟

I was pretty sure I was going to say no, I have checked and it is enabled!
I have just disabled it and I am now able to select databases! Thanks for pointing me in the right direction🙂
