Entering 'Recipients' in PM not showing to members

A member contacted regarding sending private messages. The box to enter a recipient is not showing to members, but is showing to administrators and other classes of members.

I have viewed all the permissions, and they are set correctly. What can I do to remedy this issue?

Please post a screenshot for your PM config under the "Settings" area.

There is no reason to have the recipients box disappear, please try to write click its location and check if it exists in the source ?
