Joomla 2.5.6 (latest at time of writing) and ChronoForms 4.0 RC3.4.1 (also latest I believe).
As the subject says, mass mailing of users works fine - so I know that the php mail stuff works ok, but from chronoforms, it says "Could not instantiate mail function" - using php mail method. Others fail as well, with different message, but I believe this is the preferred method.

Hard to say, the most usual cause of this message is that the site mailer is not correctly configured but sometimes the error message is misleading and it can also arise if there isn't a valid From Email address - or possibly some other email configuration problem.
Please drag a Debugger action into the On Submit event, then submit the form and post the debug - including the 'dummy emails' results here.
Note: if you are using the Easy Wizard you may need to switch to the Advanced Wizard to do this; if you want to continue to use the Easy Wizard please make a copy of your form first and add the Debugger action to the copy.

I have the same problem, I used easy form wizard, to avoid errors and I get the same error, but instead all the other mailing systems work properly.
I have much experience with its component which is great, but can not find the problem, we use a dedicated server, never had problems.
Using Joomla 2.5.6
Please try to:
#1- change the from name or email address, use static ones, preferably @your_domain.com
#2- change the mailing method in Joomla global config if #1 fails.
