I have being using ChronoForms for a while and usually did not have any problems with that.
I'm building new site and using Joomla 2.5.4 and ChronoForms 4.0 RC3.3.
The form data gets submitted on page load some how even if configuration it says on submit.
Basically when someone opens a page that has a form email is send.
Is it a bug?
No it is not a bug. But i think it will be better if u attach a screenshot of the events list so that we can see if there is some problem with the events construction.

If you added an Email action in the "on load" event then it will send an email on load, I suggest that you show us a screenshot for the "Events" tab as nishant suggested.

ChronoForms is dumb, it does exactly what you tell it to (well, most of the time).
You have an Email set at the start of the On Load event - so ChronoForms sends an email when it starts to load the form in the browser.
You have the Show Thanks Message action before the Check Captcha, so ChronoForms shows the Thanks message before checking he Captcha.
There's no Email action in the On Submit event so ChronoForms doesn't send an email when the form is submitted.
