Hi Nick,
The module is for including a form in a template 'module' location i.e. one of the boxes spread around the page.
I've just downloaded both the Joomla! 1.5 & 1.6 versions with no problems from here.

Must be a Safari issue, downloaded with Firefox. The other files were fine using Safari.
