Export German umlauts

My form works fine. But i get false letters at the backup-to-csv with "german umlauts".
You know these a/o/u with dots (on top). any ideas?

If you search the forms you'll find several threads about CSV and Excel export and problems with character sets. I don't recall if there are any reliable solutions there. It appears to be a messy issue relating to the interaction of characters sets in various places.
