I have a customer information (form1, when the customer clicks 'Save and Continue' I then want to prompt the customer in form2 to 1)register or 2) sign in. However if the customer is already signed in I'd like to skip to form 3.

This is probably possible but I'm not sure how to do it, possibly you could change the 'next step. value held in the user session?

I found a rather simple solution.
[list]Moved FORM1 to an article using the Chronoform chronocontact plugin, i.e. embedded the from in an article.[/list]
[list]You then simply set the article containing FORM1's access to 'registered'.[/list]
Now when the customer navigates to the initial form they are automatically asked to either signon to their existing account or register prior to starting filling out the form. I suspect that I could do the same thing inside a multi-part form and will report back if successful.
note: one can not simply link a menu to a chrono FORM and designate the menu item as 'restricted' because the menu item will not display unless one is logged in.
