CF8 - Upload + Event

I have numerous forms with file upload fields. Files have already been uploaded here. Uploads are optional. Data is saved in the database and also read out.

Now I urgently need an additional text field for the upload fields. This should be mandatory when a file has been uploaded or is being uploaded again.

What can I do to make event triggers and event listeners work? 

Is an update planned in the near future?

so if a file field is loaded not empty then the new text field should be required ?
