Understanding Message "action position"

Hello !

I would like to understand what means the "Action position" in the Position drop down of a action "message" block.

I've set both "system message bar" or "action position" but my message is always on the top of the form.

If it's System messages bar, it gets added to the message header the same as any other flashed message in Joomla.
​
If it's Action position, it just gets echo'd out directly wherever it gets executed.

I also thought that it worked like that, but in both cases, the message always appears in the same position: the message bar of the template

I would like it to appears near the "submit" button. but I Don't know how to achieve this….
