Can Install Action be used to Install a new field type?

I am developing a new field type. It is very similar to the signature pad in that there are a load action and a custom field. There is also a submit/process action, similar to the CF4 autocomplete.

In the future I want to reuse this field and possibly sell the 2 actions and field. Can the new field be installed with the Install Action functionality?

Not just by installing it as an action. What you could possibly do is to include the 'field' file in an action and then add some code in an 'installation' form or in the action itself to copy that file to the correct location.
