enctype='multipart/form-data' Causes Error

When I try to add the enctype='multipart/form-data' to the Form Tag Attachment box under General. It causes a 406 Not Acceptable Error message and says it can not find the index2.php page. Any suggestions

I've absolutely no idea - but Google suggests that this can be linked to mod_security. Please check with your ISP.
