ChronoForms doesn't suppoort either of these features directly (and neither has ever been requested before as far as I remember). The Joomla! Mailer does have the options $ConfirmReadingTo and $Priority so you could hand-code the mailer in a Custom Code action.

PS Don't expect good results from receipts, some mail readers don't support them, many users turn thsm off.
