Form that places content in DB

Hello

I wonder if you could help me. I'm searching for a party to help me to create a form.

I want that users can make an article trough using Chronoforms. This article must have sertain layout.
This article must be placed (unpublished) in the joomla db. Also users must be able to send through this form an attachment, such as a photo our something like that.

After sending the system sends an email to a specific emailadress (the reciever of this mail must get an email that there is an article placed in category X with the title ZZ. After that the user thats has placed the article in the DB gets a thank you message of email
